Ok I'm answering that but first want to ask you something,

- How many people are in your team?
- How much do you know of game development?
- How much money do you have to produce your product?

Because you need lots of money, afew people (I think a team of 15 or more is OK), one year of time and money, then you have to ask Nintendo, Sony or Microsoft for the licenses to sell your game.

You might also look at this site http://creators.xna.com there might be an answer for your question, but you first need to learn how to crawl before you learn to walk.

After this, you may want to reorder your question, but anyway just look at the engine database here in the site and maybe you can find what you want.

You can't develop for console systems without a license from the console manufacturer, with the exception of XNA, which lets you run games on the Xbox 360 with a yearly subscription.

What do you mean by "homebrew"? And, what proportion of consoles, per "homebrew", do you think have been converted to "homebrew"? (Note that the OP has intentions of creating and selling his/her games, so knowing your market size would be important.)
