The only product from Garage Games that I felt I could actually get something done with was Torque Game Builder. Unfortunately I couldn't complete any of my games because in the ~2 years I've owned TGE, TGEA, and TGB, I could never figure out TorqueScript. Torque products have lots of potential and are pretty good once you figure them out. The hard part is actually learning how the engine works and how to use it. Torque3D looks promising, but I've already got myself set on another engine.
Enough about my experience and back on topic. Yes, what they say is true.

That is true for every engine out there. It takes just as long to learn the ins and outs of an engine as it takes to build one yourself.
