but seriously, why does it so happen that those circles seem to rotate to all human eyes? What aspect of our nature is it that lets us be so consistently deceived.

Pardon me if the question doesn't interest you but to me it looks interesting and if anyone knows anything about this I'd be glad to know

what i find most fascinating is that the circles stop moving when you focus on one of them.

Well I had a book on "Physics" by Mir Publishers, dont even remember the name. In that he writes the generally observed phenomenon interms of Laws of Physics. Its designed for kids to understand Newton's Laws (without knowing Newton's Laws formally).
In the book he writes that the volume of focus of average human (Evilsmile discounted) eye is 10 degrees. Thus you would not see the illusion if you are a bit awy from the machine. All the objects outside this area of focus tend to be "compressed" (dont remember the exact word).
Stand away from the image and you will not see the illusion
