Map with Highlight areas , How do I do that

I wan't to do a Risk Game and the country/area that the mouse is over should be higlighted.

I know that I must have 2 images (one black/white and one in color) and now what? what do I need to think of and whay?

I'm not doin this in windows so there are probably noi fast way of doing this.

I'm going to have a map.ini telling the size of the image so it need to be dynamic.

is there a links describing this that I can read?
